Dark colored stray German Shepard?
I thought skinny/young bear too when I looked at it the first time, but I see a long tail and pointy ears.

If it's smaller then it looks, maybe a gray fox?  They do have a kind of broad build.

Could be some type of cross breed wild dog. I use to live in SW Va and we had a pack back in the Jefferson National forest. Of course the locals were the only ones who saw them.
My neighbor saw them try to take a cow down in a ravine. He shot at them and they took off. Tracks were everywhere in the mountain.
