Would anyone have a sprinkler system installed and not have some kind of irrigation covering a small flowerbed?

No I would have irrigation that covered all of my landscaping.
While not ideal, SOME irrigation in the summer is better than none.
I have seen a LOT of landscapes survive with lawn irrigation systems, using heads to cover the landscape beds.
It is BEST if you can control the beds on a different zone, so they can get a different amount of water (deeper and less frequent, usually) than the turfgrass.
ETA: I say this because if you are gone for a week or three on vacation, that irrigation will keep your beds alive when you cannot water.
Unless it is on a separate zone, which you can control and adjust as needed, it's not all that useful, but it is still SOME water. In the summer heat, the amount of water you put on your lawn will not keep annuals alive, so just know that going in.
