Yes. Tack is technically saddles, bridles, halters, blankets, etc...used to be largely leather, because that's what harness and such was made of....and the tack room in big horse barns like throroughbred barns or stables that housed driving teams (much larger sets of harness than for riding) is where they also used to do the "care" of the tack...cleaning and oiling the leather so all that stuff was in there too. Including the anvils, awls, punches, knives and other stuff for cutting leather and stitching--for all repairs or even for building new tack. Some of them even included heavy sewing machines for stitching leather and heavy cloth. NOW the tack room is mostly just where you store your horse stuff that is not feed.
