Take the photos with you to your local PD. Show them the plate photo and ask them to run it for you without disclosing the info. They can get into contact with the car owner, at least, and give them your number if he/she wants it. Maybe they'll remember losing the camera. You, sir, deserve an "Attaboy" for your efforts.
