Not only in-state but out-of-state businesses that ship products here would have to log, weigh, and report every box and bottle, and then pay so-called dues to the non-profit based on the volume and type of packaging material they use.

Laughs in interstate commerce.

This is a tax regardless of how they want to try and make it look like it isn't (paying "dues" to a government imposed and enforced non-profit lol) and the SC has roundly rejected the notion that a state can tax a company in another state when they provide no benefits with the tax taken.

Our HOA mandated recycling company doesn't recycle:

Glass, which is infinitely recyclable
Milk cartons

As far as I know, they just dump the crap in the landfill.
