I found it .....

NO CLEO

But they are to be given a copy....
"Prior to submission of the application to the Director, all applicants/transferees and responsible persons shall forward a completed copy of ATF Form 1 or ATF Form 4, or a completed copy of Form 5320.23, respectively, to the chief law enforcement officer of the locality in which the applicant or responsible person is located."

I not sure who director is? Does CLEO get copy before I send it in, or after it is approved?

There should be a copy to send in. I sent mine to the main address of the Phoenix police. I really recommend this being your first, contact silencershop and use one of their kiosks. It’s very easy and worth the like $30-40 the dealer might charge you to use the kiosk

One form that I received from ATF says "CLEO" on the bottom.

I do NOT need this "CLEO" form to go to ATF do I ? I know "CLEO" gets a copy of form one from me, but I thought ATF just gets TWO form ones?

Yup... ATF gets 2 copies, and the one marked "CLEO" goes to your favorite PD. 3 copies in total. If you look at the CLEO copy (assuming you use the electronic version in PDF) you'll see some of the info in blanked out as it is not needed for them.
