Can a person that is a DNR range person carry a handgun with a regular carry permit? Or does he need to have a professional permit?

Professional permits are for those required to carry a gun for their job. Cops, some armed security, etc.

If you are required to carry a gun for the job, I'm pretty sure they'll cover that permit during employment training.

I am trying to figure out if the range officer is legal to carry with a regular permit. If he is acting in his official capacity he should have to have a professional permit. Right?

There is no part of Iowa law that requires a professional permit to carry while working. Their employer may require it but otherwise it is perfectly legal to carry for work with a nonprofessional permit. Also no permit is required to carry while at a shooting range.
