I was looking online and it appears you can register in MO without a drivers license or SSN.

I had to look it up, but that appears to be true. They would probably just require proof that you live here, like a paid utility bill showing your name and address here in MO.

"VOTER REGISTRATION QUALIFICATIONS

       17  years of age to register, 18 years of age to vote
       US Citizen
       Missouri Resident"

How do voters in MO prove they are a citizen if they don’t need a DL or SSN to register?

They send a card out to registered voters, each time there's a vote coming up, and you take that in to show them. You also get a voter ID card in the mail, when you first register. You can still use any state issued picture ID, even though they don't require it for initial registration.
