I decided to have a thread protector pin and welded to my BA 20” barrel. I would like to have the protector turned to match the barrel profile and finished the same as well. I’m in Ocean County. Any gun smith recommendations and what I can expect to pay?

Call Howell Gun Works and see if they can do that work. No idea of the cost.

Why pin/weld a protector?
Why not just have the threads milled off?
Just for the look or does that not satisfy the law?

For the price after all is said and done,,, buy a new barrel and install it yourself... and you will still have a spare barrel for when you need it.
