Is the bill that is making its way to the governors desk allow for conceal carry or open carry or both?

Both.  

To my understanding, it will allow all 21+ age lawful gun owners to do everything a LTC does execpt campus carry, and maybe some things related to being a foster parent, not sure.

Here's the link to what the bill says as of now.  It still may change, as the House has to approve the amended version of its bill.
