I've been doing some research and everything seems to point to using suppressors while hunting on National Forest land being completely fine and legal. That said, most of my sources I've found are old, don't cite direct legislation or regulations, or are general and not specific to Nebraska.

Does anyone know for sure if this is legal, and if so (or not), what regulations or laws allow or disallow it?

I know hunting with suppressors are ok for all NE game. As for National Forest, I'm not sure..... I wonder if you could call the Park service??
