Can someone give the cliff notes of what was more stricter with Edmond's Ordinance?  Was it because they forced people to put in in safes instead of allowing just gun locks?

Edmonds said gun had to be locked in a safe or lock box.

Fines levied if child gets the gun.

$10,000 fine if someone gets gun and uses it in a crime.  So I break into your house steal your lockbox with gun in it. Then get home break it open and get gun, go rob or shoot someone and you are out $10,000.  Let's do the same when a car is stolen.
