Wouldn't stop it from being illegal under state law.
Putting a stock on would just change the exact category of illegal firearm.

Or I don't get the question?

I ment AOW.  Get that stamp and then register it as a pistol, but 30 days after Hocul signs the bill into law there is no more "other" or "Fiream" in NYS anymore. See section F.

    4    3. "Firearm" means (a) any pistol or revolver; or (b) a shotgun having
    5  one  or more barrels less than eighteen inches in length; or (c) a rifle
    6  having one or more barrels less than sixteen inches in  length;  or  (d)
    7  any weapon made from a shotgun or rifle whether by alteration, modifica-
    8  tion, or otherwise if such weapon as altered, modified, or otherwise has
    9  an  overall  length  of  less  than twenty-six inches; or (e) an assault
   10  weapon; or (f) any other weapon that is not otherwise  defined  in  this
   11  section  containing  any  component that provides housing or a structure
   12  designed to hold  or  integrate  any  fire  control  component  that  is
   13  designed  to or may readily be converted to expel a projectile by action
   14  of explosive. For the purpose of this  subdivision  the  length  of  the
   15  barrel  on  a  shotgun  or  rifle  shall  be determined by measuring the
   16  distance between the muzzle and the face of the bolt, breech, or breech-
   17  lock when closed and when the shotgun or rifle is  cocked;  the  overall
   18  length  of a weapon made from a shotgun or rifle is the distance between
   19  the extreme ends of the weapon measured along a  line  parallel  to  the
   20  center line of the bore. Firearm does not include an antique firearm.
   21    §  2.  This  act shall take effect on the thirtieth day after it shall
   22  have become a law.

Currently it escapes all firearm categories and is just an unregulated object.

The new law makes it a firearm  category(f)

Your idea is to make it a pistol for NY and an AOW for the feds?

I think if you shorten it below 26" it becomes a category(d) illegal firearm not a category (a)pistol that can be licensed
Maybe by putting on a pistol grip it does become a pistol for the state?

If you put on a stock it becomes a category(b) illegal firearm/sbs

if I put an 18.5" barrel on it, it is no longer a firearm as far as NYS is concerned.  If I have an 18.5 inch or longer barrel on it, I can put a stock on it.  When I sell it, it will transfer as a long arm and not an "other" on the 4473

Yeah, that's the only safe way to go. Or sell it as is out of state.

Even if you found some hyper-technical legal path to keep the 14" barrel the first cop to see it would take it and probably you to jail.

It has been my experience that almost every police officer I have ever talked to has almost 0 knowledge of any gun laws. NY, federal or otherwise. Even the supposed "gun guy" that was responsible for helping people register their stuff when the safe act hit was blown away by some of the simple questions I had.

Most officers are not gun people. I wouldnt expect local or state LEOs to know anything about federal gun laws because they dont enforce those.
Most patrol guys other than the penal law basics that get skimmed over in the academy learn the guts of the various statutes over time through simply dealing with issues on the streets. They still turn to SMEs in the department, usually the firearms instructors, but in some agencies those guys are not much better than the patrol guys as far as any knowledge on the nuts and bolts of the gun laws.

Most guys I worked with and currently work with are “gun guys” and pro 2A types.  We just chose to completely ignore these laws…..unless you are robbing the local 7-11…..we could care less what you own or shoot.  

Problem is the few that will enforce it……YMMV as you never know which LEO you cross paths with

Shockwaves are built on the 590 action.  I think at the very least you would need to replace the magazine tube, barrel and stock.

Why replace the stock? Its longer than a pistol grip.
Would permanently mounting a 5" long muzzle device make a shockwave NY legal?  I handled a 590 thunder ranch with an 18.5" barrel that seemed to be a short barrel with a muzzle device attached, tube held 5rds.

In order to fall through the 'other' hole the shockwave needed to be not designed to be fired from the shoulder

To get it back to being a legal shotgun it has to be designed to fire from the shoulder.

Not fired from the shoulder and an OAL of 26 inches as anything below that in OAL is readily concealable., that's what makes it a firearm and no a long arm, SBS or a pistol.   Want to turn it into a long arm? Have at it! No issues, and the next time it transfers it will do so as a ling arm Want to Form 1 it as an AOW so you can put it on your pistol permit? Have at it and next time it transfers, its an AOW federally but a pistol as far as NYS is concerned
