Can a upper receiver be shipped to California? No barrel no charging handle, just the receiver portion ?

I guess.  "Upper" for what firearm? Just thinking there might be something where the "upper" is the serialized/controled portion.  If for AR or similar, no problem, it's just parts, the "lower" is the serialized controlled portion.

Assuming you mean an AR15 upper, yes. Completely legal.
