Can anyone tell me if its legal to ship a SBR upper to Long Island from FL?

Yes just parts. It is up to the person who received it to build a compliant gun. We have cops that have permission to have full feature AR’s, older “ registered” guns allowed to be in full feature configuration and fixed magazine pistols. The part itself is fully legal for you to ship. Again it is up to the buyer to comply with NY’s BS rules.
