In MA does a SAR (16.5" barrel, OAL 26.125, 5.56 NATO) have to have the flash hider pinned/welded to make it compliant?  I have a SAR I'm selling (I'm in Texas) and a dealer from MA wants to purchase and make compliant once he gets it.  It would ship with no magazine.

Does anyone know if I can ship a non compliant rifle to a FFL in MA if he states his gunsmith will make compliant?

I just want to make sure that I don't commit some kind of offense.

It is 100% on the dealer to deal with.
If they sell to LE than they are exempt, if sold to a lonely peasant than it needs to follow the AWB laws.
Dealers can possess and sell standard capacity mags to LE, just not peasants.

Note- the MA AWB isn’t a word for word copy of the federal AWB and there’s no definite definition of what or how make permanently attach a muzzle device so most people go with the pin and weld. Doesn’t mean other ways wouldn’t be acceptable.
