This bill basically uses State money to allow a buyback program to be initiated. After that happens, folks will be allowed to sell their unwanted or illegal guns and ONLY LEOs will be allowed to purchase them

What's striking is that
1. FFL's are specifically removed from being able to participate
2. The language of the bill is specifically crafted to try and avoid civillians from trying to purchase any of these guns


Of course, CCDW holders are not prohibited by law from purchasing used guns without a NICS check, so I can envision if this bill passes, savvy gun owners holding signs outside of these CFRP sites and offering CASH money or maybe a little more than the pre-determined amount.
