This bill basically uses State money to allow a buyback program to be initiated. After that happens, folks will be allowed to sell their unwanted or illegal guns
in exchange for funds of a predetermined value, or gift certificate or coupon of equal value.

What's striking is that
1. FFL's are specifically removed from being able to participate
2. The language of the bill is specifically crafted to try and avoid civillians from trying to purchase any of these guns
§ 10405. Personal identification and immunity.
Any individual who elects to surrender a firearm anonymously to a CFRP may do so and personal identification shall not be required to be presented at the time of redemption. Notwithstanding any law to the contrary, any person participating in a CFRP shall be immune from criminal prosecution for the criminal offenses defined in §§ 1442 and 1444 of Title 11, provided the person is, in good faith, on an immediate, direct route to the predetermined CFRP site.

Of course, CCDW holders are not prohibited by law from purchasing used guns without a NICS check, so I can envision if this bill passes, savvy gun owners holding signs outside of these CFRP sites and offering CASH money or maybe a little more than the pre-determined amount.
