Michael,
Senate leadership has promised to put the senate version of SAPA (SB 39) on the floor this week. I'm waiting with baited breath, because the Senate is a mess right now, with a lot of discontent.
The bad thing about SB 39 going to the floor instead of the House version (HB 85) is that if SB 39 passes the Senate, it has several more steps to go through in the House than HB 85 would have -- at least a week longer process when there are only three weeks left in the session!
In the mean time, other states are advancing their SAPA or SAPA-like bills. Watch this great video from Reason TV about the country-wide SAPA movement: https://www.youtube.com/watch?v=Osbwd6d66wA
Even though this video is just days old, some of the information is already out-dated because legislation is moving fast in several states.
For instance, Arkansas passed a pretty good version. Their governor has vetoed it, but a veto override looks promising.
The Montana governor has signed their SAPA, although it's pretty weak, and Oklahoma's bill is headed to their governor's desk.

Please watch your email closely this week -- we may need to really mobilize if SB 39 does not go well on the Senate floor this week!
In liberty,
- Ron
