See by requiring them to self report, there opens a window for all sorts of business that the Government want to make theirs.
BATFE  already has this information, and given that "Firearms" (read the definition) are the focus, it's really a moot point as they aren't sold to anyone other than Licensed Dealers who in turn can only sell to Licensees in NYS.
