According to the legislation text, individuals would not be required to report any information on their firearms to officials to receive these tax deductions.

But I’ll need to submit records of firearm training/purchased gun safety items to the IRS to get a deduction?

When all else fails, you use the Tax Man. After all, the used Congresses power to tax to create the NFA since outright bans would have raised some constitutional eyebrows even in the 1930's before SCOTUS bent to FDR's will.
