Just wondering how private sales for "other" firearms work

I know pistols go through and FFL and long guns are at your discretion.

How about a complete lower?  Or a Mossberg Shockwave?

Met a guy at a shop recently to do a transfer of a Tac14. Gunshop said it wasn't necessary. I gave the seller a choice to do a transfer and he said no, as long as its legal. Just my experience.

just talked to my FFL, it mirrors what is said above.  Also he said in PA it transfers as a receiver/other firearms and the PA State Police don't get the other form, but has to be an in state resident and over 21.
