Not looking for legal advise. Just wondering if anyone has experience selling to an FFL outside of Washington State.  Can a private party here in Washington sell and send a bolt action rifle direct to an individual in another state if the individual has a FFL?

Should be no issue, as long as the person is indeed a FFL. You can use gunbroker's shipping service (www.shipmygun.com) to make it much easier, if they're registered with gunbroker they'll show up in the list of available FFL recipients.
