My understanding is this applies to commercial cutters that resell the firewood, not private persons that will be burning it in their homes.   However, I have talked with a knowledgeable person in the USFS  and they are saying all permits are being denied at this time.

UPDATE:

Personal permits are supposed to be available again.  And they are allowing the commercial cutters to operate under the personal system.   Sucks, cause you have to be damn near the first in line to actually get any wood that is easily available, in Tijeras anyway.   If you have a lifted 4x4 beater pickup, there is more wood available to you.  The southern stuff down near Mountainair is more plentiful, but getting in/out is difficult without 4wd, and it is a 75 mile trip from ABQ.   Permits are $5 per cord, minimum removal is 4 cords, max is 8. can apply for a new permit after first 8 cords.   The USFS cut trees into 10ft long pieces and delimbs them.   You have to remove the pile of 10ft pieces any way you can.   Mostly pine trees.
