I have read this 3 times, and I still dont completely understand it.  I understand about the judges terms and what not, but what is this court?  Is this a good thing?

Looks like another level in the appeals process for civil cases and such. Doesn't handle criminal cases so I guess that will take some load off the State Supreme Court. Good thing? Maybe. But when has the .gov done a good thing?

Looks like a faster and less expensive appellate court option for smaller civil and family court cases.

Ok, that link clears some things up.  But Justice made up a new court, appointed who he wanted, then they will be in an elected position over the next few years?  Is that correct?

I dont know any of the judges or anything.  So I have no opinion on them.  But I do kinda wonder what cases will be in front of them at the beginning before they are elected.  I mean, if they knew about this awhile ago, why not put them on a ballot.

Again, I may be way out of my league on this.  Some things I can admit I am a dumbass on.

The legislature created the court.  The governor appointed the initial three justices and they will serve revolving terms that will be elected in the future.
