The form lists a bunch of people you can send it to. Pick one. No one is better or worse than the other to send it to, as no response is required.

I don’t trust our local LEO very much so the less they know the better.

Sheriff in Mohave County sends back your Copy 3 with a form letter that basically says "The Fed make you send this to us, but they can't make us care. Feel free to keep this letter as proof you sent it in, or don't, we don't care."
