I was wondering if the muzzle device on the old style Commando 11.5" uppers is GTG in NJ?

Are you talking about the long XM177 style flash hiders? Generally no, not legal in NJ because they are flash hiders. However, model 1 sales makes a NJ legal version with a faux flash hider: http://www.model1sales.com/index.cfm?fuseaction=category.display&category_id=321
