Was at the gun store yesterday, guy next to me was picking up a Sig FCU.  Heard the guy behind the counter ask how to fill out the 4473, and the manager responded with "frame/receiver"

I watched fairly closely, and they didn't issue him a pistol registration permit...

Thought that was interesting, and now trying to determine if that guy will technically be legally allowed to carry it?

What says the hive.

A frame doesn't meet the definition of a firearm under MI law.
A pistol would be a firearm <26"
So as sold, not a pistol = no RI60

Once built it would fall under the self-assembled pistols that have been talked about often here. RI60 as buyer and seller or not all*

What do you mean “legally allowed” to carry it?
