KALISPELL, Mont.   The Kalispell City Council signed off an ordinance this week that bans panhandling.

The measure's language prohibits a pedestrian from taking money from another person in a motor vehicle that isn't legally parked.

It applies to all paved public right of ways in Kalispell city limits, excluding sidewalks and medians.

Two council members voted against the measure on Monday, saying an ordinance already exists for intersections, and this one will fine people for doing a good deed.

I wish Missoula would do this.  Vermin on every street corner out on Reserve/Mullan area.  Only "off limits" area is next to the banks.  They will bounce them if they are in the downtown area, however, they don't arrest them.

A homeless camp formed early this winter under the gazebo at Depot Park in Kalispell. It took a couple months before the police cleared them out and fenced it off. I haven't seen any panhandling or camping downtown lately.

The homeless shelter sent a bunch packing a month or so back for not playing by the rules. There are maybe 4 people left. It was getting bad.

I wonder if they all went to Bozeman? It's quickly become worse there. Bad enough you can't ignore it even just passing through.

I already try to avoid Bozeman but sometimes works means I have to stop there or at least be in the area for a bit. There's a hell of a shantytown near WinCo and you can't hardly find a busy intersection in the whole city without at least a couple of beggars.

Are you suggesting the homeless population have a disproportionate draw on public resources, especially policing?
