As the title says, if you're concerned about the blatant abuse of emergency declarations by the Washington state governor, you may want to sign in and comment or testify on
house bill 1029. Under current law the governor can issue emergency declarations indefinitely without legislative approval, as long as he doesn't suspend or waive statutes.
