My registration renewal is up in April. Is this the best time to get rid of the personal plate and get a regular one? Should I do it at the end of March right before they send the renewal notice? Or wait until I get the renewal?

Wait until you get your renewal.

If you pay for your renewal you’ll get very little of those fees back when you go to return it and get a regular plate.
