The Court said that "sensitive spaces" can be restricted. However, the restricted space must be under immediate police protection i.e. govt building with security checking everyone at the door and able to react to a crime within the space. A park is not that. A store is not that. A library is not that. A restaurant is not that.

These people knowingly violated the rights of New Yorkers. I hope that there are heavy penalties associated with such blatant violations.

What about all those people in NYC that got a carry permit solely because they deal with cash or jewels on a daily basis and need to carry into banks to make deposits? There are thousands of people who carry because of that in NYC.

Now if that bank doesn't have a "guns allowed" sign, it's a felony.

So...carry permits are 100% worthless to those people now.

This should be hugely important.

No carry sensitive places almost makes sense if there is an adequate number of armed LE to immediately protect everyone.
If Hochul wants to make everywhere sensitive let her pay for constant SP presence everywhere.

If dems want to take things backward force them to put police presence in schools if they want schools to be gun free,

eta - And everybody who is a victim of crime in a 'sensitive' but unprotected place should immediately sue NYS

It looks like NY has actually opened the door to out of state carry….

Huge minefield of potential felony charges which I'm sure was by design. Cross the wrong street while armed and you're screwed. Hope 2A does a full broadside of lawsuits.

I would say they are openly trying to prevent all gun sales simultaneously creating a State run data base for gun and ammo sales indicating their next move to be forced confiscations.

So with NY banning carry in ALL private businesses unless they put up a "guns allowed" sign...

What if a business doesn't have the "guns allowed" sign...and someone gets caught carrying there...but the business doesn't want to press charges or maybe they forgot to put up the sign?

What? The state just prosecutes the person anyway?

That is not going to stand in any court except a kangaroo court...which we don't have a shortage of in NY unfortunately.

Hell, the first issue is for the training program to actually exist.

They're supposed to go from zero to training and testing almost everybody with a current license plus all new applicants in a year.

Doesn't sound to me like something the ny govt is capable of.

There is something in the text that there does not have to be a sign as such.
The business can 'otherwise give express consent'.

I would guess they would expect you to pay for training prior to taking your test.

No desire to be stomped by my fellow HTF peeps but I would hope anyone looking to carry a handgun who has no prior experience would seek out some training for their own benefit, their own safety, and for everyone else's safety.

How about you just get a carry license, then take it upon yourself to just practice, or pay for training if you can afford it.

State mandated training is bs.

Also...shooting a pistol at usual sd distances (7 yards) isn't exactly rocket surgery. I was doing it when I was 7 years old.

I was not agreeing with the states mandated training.

It may not be rocket science to hit a target at 7 yards but I can assure you there are people who cannot do it.  
I spent years as RO doing sub-gun matches as well as 2 and 3 gun matches mixed in and I watched guys who owned various firearms for years who could not hit jack. I watched guys with years of gun handling experience violate the most basic firearms safety rules.

I've been googling and it looks like most states have a stupid easy test.

This looks like about as serious as it gets(I think it's texas)

full size silo target 175/250 to pass
my sample of what it takes to pass
100/100 at 3 yards 20 shots
75/100 at 7 yards 20 shots
10 shots at 15 yards where you shouldn't even need any points
make up a few if you blew a few at 7

looks like you have to handle malfs live or take lost points

most rapid fire stage is 5 in 15 seconds
no hot reloads

most fails are being stupidly unsafe, not the shooting score

not guarantee ours will be even close but it's something to think about

The State of New York does not have a true constitutional provision for the right to bear arms. However, the state's Civil Rights Law includes the following provision:

State Right to Bear Arms in New York Civil Rights Law art. II, § 4 provides that " [a] well regulated militia being necessary to the security of a free state, the right of the people to keep and bear arms cannot be infringed."

Infringement: To break a law or pact, or encroach upon the rights of others.

Certified armed security is an exemption.
Only where they work while working, even they can't carry in any other sensitive area.

I don't see any allowance for private bodyguards.

Unless you're so vitally important to society that your security details is cops, of course.

How about real small signs put on the lower corners of windows and doors?

Maybe even clear background stickers…. Barely noticeable.

Must be high quality stickers to last decades.

Couple of things I noticed in re-reading the PDF this morning
1- Ammunition tracking wont just be for ammunition sales. It requires documenting ammunition received. Heaven help the small FFL who's off on his ammunition inventory
Of course, after December the ammunition has to be kept out of reach of customers, but still, thats a mess.
The state is taking on not just the background check for ammo, but taking over the background check on firearms transfers. You know that NYS wont be doing that for free.
How much do other states charge per transfer? Five bucks? Ten bucks?
You can bet that NYS will aim for their fee to be punitive, something in the range of $20-25 per check. Gotta rake those evil gun owners over the coals....

In intent, yes. but even where they don't intend to be evil, they're still incompetent.
What the text does is ban possession of a firearm,rifle or pistol almost everywhere.
I see no exemption for secured transport.
It seems quite possible to be  a felon for a shotgun locked in your trunk if you drive in the wrong place.
Carrying a locked case into an airport does seem to be a problem as the law stands.

So is the background check for purchasing a firearm conducted by the NYSP.  Are they actually doing the NICS check as well?  I thought Vermont tried that and it didn't work?  Or is this just a step beyond after the NICS check?
