I once lived in a small town with a 2 meter repeater. When a minor event happened the repeaters instantly became unavailable for emergency use, so a person could only use simplex. Don't misunderstand me, I prefer simplex, but I've wondered how crowded 2 meters could become in an actual emergency.
Depends on which area "this area" is. Lots of hams in Western Washington, esepcially Central/South Puget Sound/SnoKingPierce. Most repeaters are 2m or 70cm. Lots of ARES-type groups which, again, mostly use 2m or 70cm. Not so much on 6 or 1.25m. Use of digital modes, especially D-STAR, is picking up for emergency use. (Helps that ICOM USA is in Bellevue...)
