Work has me going to providence for a few weeks.  I’m hoping to do some fishing while I’m there.  Really only targeting striped bass.  I’m an avid and experienced surfcaster and I also fish from a kayak quite a bit.  

How is the backbay fishery?  Should I bother bringing a kayak?  
What’s the surf like?  Is it rocky or sandy?  Waders or wetsuit? Spikes?  

Is there 4x4 access to beaches?  Are out of state permits available?  

I appreciate any guidance, I’ve never fished up that way.
