I know you never needed a NICS check for the purchases of muzzleloader in the state on NJ, just a COE.

With the passing of the new law, are muzzleloaders still exempt from this restriction?

They are required to be transferred through a dealer like any other "firearm" in NJ. There is no NICS check required.
