Clarify - you want to ship a firearm from out of state to an FFL to transfer to a person here in Arizona? 99% of FFLs I have been in will do it, for between $25 and $50. Cheapest is Casa Grande Jewelry and Pawn in CG for $10, but that's a hike away and you'd burn the savings in gas. Try Shooters World, C2 tactical, for big names. Legendary Guns would probably do it, but again, no ideas the fees.
