Earthquake expert Lucy Jones said on Twitter that the magnitude-4.0 quake was strong enough to be “felt by most people awake in LA.” She added it was likely not on any mapped faults.

LA basin has many faults, most don't break the surface. EQ are how they are discovered.

Note she said "awake". I suspect a 4.0 in Kansas would wake folks up. Here in SoCal many of us wouldn't even pay it any attention if we were awake. But it gives the talking heads something to blow all out of proportion.
