pretty obvious to me, driver wasn't paying attention.  My side gig has me working EMS/ emergency traffic control and people are completely fucking retarded when it comes to any sort of emergency scene, be it a simple one like this or a major crash in an intersection.

IDK, from the video it seems like he didn't have much time to react. Why was the SP blocking the lane and they had no cones set up?

At freeway speeds, cones really don't do much for you in terms of warning unless you string out a HUGE line of them well in front of your scene.  Most cops carry maybe 5-10 cones at most, and setting up a cone line on the freeway without someone watching your back is incredibly dangerous.
