This state needs to really gets it's shit together and elect people who respect and support not only the US but the PA Constitution.
We don't need to have illegal aliens getting licenses, they are criminals.  They broke the law coming here and continue to break it staying here.  
You or me break the law we get arrested and prosecuted to the full extent of the law.  We are not exempt from laws, so neither are they.  Deport them.
