The issue with the protesting going on at Justices houses is that it’s Fed Law making that illegal. Until the protestors do something which violates local or state law the county and state police can’t do much other than be there.

Protesting at a judge’s home could be considered obstruction of justice under Virginia law according to 18.2-460. It is a class 1 misdemeanor.
