Not sure about the north but down here in southwestern Utah the masks are hit and miss.  A lot of older people and some college kids are wearing them, but there a lot of people not wearing masks.  Some of the restaurants and stores don't have the signs up anymore telling you to wear a mask.  Some places still insist you wear a mask.  If the restaurant requires you to wear a mask, you can take it off once you are seated.  I've seen a lot of people just ignore the signs and usually no one will say anything.  The only places down here that I've seen ask you to put a mask on are one coffee shop and Harmon's market.  The rest just leave you alone in my experience.  All of the medical/dental places still require a mask though.  I haven't observed anyone confronting a person not wearing a mask.  FYI, the official mask mandate (which was ignored by many) is over on April 10th.


ETA:  Park city is VERY liberal so you might run into some mask issues there.
