Basically the guy was stopped while walking on the side of the road and LE was responding to calls about a suspicious person.   Once contact was made a gun was noticed.    Which of course led to finding drugs.

What this means is we now have Case Law about carrying a weapon.  If ANYONE is harrassed by LEO for simply carrying they now have grounds to sue.

The Patriots of Act 746 has maintained for more than 5 years that Arkansas is a Constitutional Carry state. Since the passage of Act 746 in 2013, no permit is required to carry a weapon openly or concealed. Various groups and politicians have failed to fully acknowledge this fact, and have argued the law was unclear or confusing. Today, the Arkansas Court of Appeals removed any doubt surrounding the meaning of the law in Arkansas. For the first time, the court has ruled and established precedent that to be guilty of carrying a weapon, the state must prove an individual has unlawful intent to employ a weapon against a person. The court clearly ruled that having a weapon concealed without a permit is not only legal, but as Patriots has stated, not a reason for a law enforcement stop. This case, Taff v State of Arkansas provides conclusive precedent Arkansans can exercise their right to keep and bear arms as stated in Article 2, Section 5 of the Arkansas Constitution without the necessity of a chcl permit. Finally, the state has acknowledged the law, Arkansas is a Constitutional Carry state.

I wonder how many people will renew their carry permits after this ruling.

Some die hards seem to try and make that relevant.   The Journey is pretty irrelevant anymore however.   The biggest push back we see now is under 21 carry/possession and carrying concealed without a permit.   Under 21 is covered quite clear under 5-73-119 which many including many in law enforcement that are not aware.  It's actually amazing the amount of LE that do not understand this.

But here is something odd about 5-73-119 and carrying while under 21.

5-73-119. Handguns -- Possession by minor or possession on school property.
(a)
(1)  No person in this state under eighteen (18) years of age shall possess a handgun.

The above makes it quite clear however look at this little tidbit

(e)  It is permissible to carry a handgun under this section if at the time of the act of possessing a handgun or firearm:

......
(7)  The person is on a journey beyond the county in which the person lives, unless the person is eighteen (18) years of age or less;

Notice what (7) says is permissible.  Pay attention
