Does anyone know what is included with the monthly fee when you buy/rent a condo? I am thinking about the BH County area.

You can try Timberline Condos in Waterloo, but as for a "friendly" HOA that could be a tough one anywhere.  
Take a look at the HOA closely, meet with the board members before your buy/rent.  Usually its only the "want to be" tyrants that are on the HOA boards and if you get on the wrong side of one of them you could be in for a load of grief.

I do not.  I had a relative that lived there a few years back.  seemed like a decent place, but as with most condos, the renter/owner bitched a lot about the HOA.

my HOA fee for my condo covers insurance/ maintenance for the exterior of the building, lawn care and snow removal

HOA owns the exterior of the building and structure. People in the condo own from the drywall in. You will still need homeowners insurance.  HOA covenants will lay out what the HOA owns and what they are responsible for.

What exactly are you trying to accomplish?

In the grand scheme of things home owners ins is a small fraction of the cost of owning a home.
