In 2018, Columbus voters elected to add two additional seats to Columbus City Council and create residential districts within which Councilmembers must reside. However, unlike a ward system, all citizens retain the power to vote on all of their council representatives.

As part of this process, the Council Residential Districting Commission (CRDC) was formed to create a map with nine districts.  The first pass (of three maps) can be found here.

What other cities have such a screwy system?  Is this legal per the Ohio Constitution ?
