Can I got to another county's tax collector's office to get a new FL driver's license?

Yes

I had to use Pasco when Pinellas went to a stupid appointment system. The only limitation was I couldn’t have a “Pasco” license plate.

Yes.  I live in Volusia Co and the DMV in Daytona Beach is a nightmare.  I drive up to one of the 2 Flagler County Tax Collectors and in and out in no time.

You bet. I've done mine in S. Florida when I was pressed for time. We used to go to the one in an adjoining city (county) next to us because the population was small and there was no wait, nobody even knew it was there, they would jump at the chance to work lol. Closed that one a few years ago.

When I went to make an online appointment/hold spot for Manatee county's tax collector, their first question: Are you/will you be a resident of Manatee county :). Answering no ended the process. I may take a chance and see.
