I ask because when I lived in PA, they were not considered firearms by the Commonwealth. Therefore, as an example, after Form 4 approval by the BATFE, the transferee FFL/SOT would fill and sign a 4473 and give me the can. There was no need to go through state mandated background check process for a firearm (called PICS in PA, similar to FICS in OR) as it is not a firearm per state law.

Is this the case in OR? I ask because I'd really like to know whether after a 1 year wait for a Form 4 I be subject to the possibility of something like a FICS delay. The thought of that much hassle to get a metal can makes me want to leave the state.
