Municipalities may authorize ATV use on local streets. State roads can cross at 90 degree angle only.
I know around the coal regions in Schuylkill county, sometimes they may run on shoulders for short distances. Not legally though. This isn't WV.  They were either misinformed or bold. |

Crazy timing that this thread pops up now.
I followed a Honda side-by-side on a state road today (228 in Butler County) for about 4 miles before he turned off. I was wondering the exact same thing as the OP, and noticed his plate was from Montana. |

State police are right there and SGL is up the road. Maybe Search and Rescue was doing drills or something. It's the Poconos, this stuff will happen.

I'm in SW PA and see them on the side roads but not on the main four lanes. Not supposed to but no one minds, they get out of the way if they see a vehicle coming up on them.
