A California Private Party Transfer, meaning a Californian resident selling a handgun to another California resident through meeting up at a single California FFL, is not subject to the roster. So Private Party Transfers, in which one Californian is selling to another California, is how most people obtain off-rosters. Almost all firearms being imported from out-of-state into California, will be a FFL transfer, and will be subject to the roster. So a person in Arizona, or a store in Arizona, selling a handgun to a person in California will need to follow the roster laws. |
