Maybe try working with the tenants on some kind of payment plan? That way she gets paid what they owe and doesn't look bad for kicking people to the curb.

If she kicks them out and they don't pay, she has to take them to small claims court. Has to deal with going to court, losing a day...

Plus, she'll look good for working with them and not being a slum lord that would kick people out when there's a pandemic.
