Sadly, this is the case at most businesses now.  Cheaper/less legal liability to let 10 guilty people walk away with merchandise (get insurance reimbursement) than tackle one innocent person and get sued out of business.  Those soft tissue injuries are a bitch to disprove and pay $$$$$$.  Not to mention the social media shit storm if you tackle a person of a protected race.
