If he has AAA and can get a tow, there is a shop in Spanaway called Elite Automotive.  Apparently it's the cat's meow.

Fuel pump fuse?

The auto skill center on post can help diagnose an issue and then he can repair it for basically pennies on the dollar of a shop. And also have more self satisfaction. Odds are someone in his unit is a gear head and can help him out for a case of beer.
